Target marketing is about developing a service for an identified market segment which has a high degree of similar features.

A Scheme allows you to serve one segment or sub-segment of the target market with one service offering or serve multiple segments with one or more service offerings.

What has "changed the game" is the contribution of the latest scheme processing technology that allows easy variation very late on in the application process; in response to an intended buyers stated needs.

That doesn't mean complete customisation around individual need but certainly does enable adaption of a standard offering to suit individual requirements.
